DISEASE - THE END OF HOPE



India is developing country. It has been 70 years of  independence. But still its basic requirements are far beyond . In country there are many states those condition is very poor. Recently in Bihar a disease named Acute encephalitis was spreading rapidly especially in malnourished children. Doctors said litchi consumption by starving children and remain in warm temperature is cause of disease. But the government of India and as well as the state is indifferent about it. I don't want to talk on any political party. But their promises should be met. In Bihar AIIMS was laid the foundation in 2014 then its government. In 2018 it was inaugurated by the prime minister despite being uncompleted. The model of AIIMS which was presented in its initial, was completely  undone. First of all, I want to mention that in India Bihar holds worst position in health sector across the country. In Bihar 2017-18 Budget was 8000 cr and in 2018-19 was reduced to 7000. It was surprisingly that a state which made a decision to built a hospital of 2500 beds. And overall each bed cost is 1-2 crore when included all facilities along with beds. It means Bihar will spend on health sector 35- 40% of its GDP. That is unimaginable. Now Bihar spends on health sector 3-4% , will it be ready to spend a vast part of its GDP on health sector, I think no. And what was the reason to cut its budget, did Bihar become better in health sector or did it provide all facilities to its people so that it had to reduce its budget. After death of  over 100 children, the chief minister of Bihar got awareness and visited hospital where he was opposed and people started hooting against him. I think CM should have been ashamed but nothing.
According to The NITI ayog reports Bihar has ratio of one doctor to patients 29000. That is extremely above its norms which is 1000 on per doctor. If government builds more and more hospitals, it must also think about the availability of Doctors. The government of India spends  1.2% on public health sector of GDP. Whereas USA and China spend more than 8%.
Last year, in September, the government of India launched AYUSHMAN scheme or pradhanmatri Jan arogya scheme, which will cover over 10 crore poor and vulnerable people of country and provides 5 lakh to each family. And under this scheme National health sector and national health protection sector would be set up. For it 1200 cr. was allotted. By the end of November government data stated that more 8 lakh e-card were generated and allotted. In election time PM was magnifying of AYUSHMAN scheme. If PM said this scheme  benefited more than  5 lakh people within a 8 month, but I don't think. On what basis and measurement government could say it was successful. In UP and Bihar a poor person who visited hospital had no e-card. Government hospitals are not providing good facilities and other sides private hospitals are reluctant to treat patients under AYUSHMAN scheme. It was good that government took step to setting up health sector but also should think about the availability of human resources and basic infrastructure.
I think, in India, there should be started a revolution in health sector as milk and green revolution. And Indian government must extend the expenditures on the Heath sector. If a person doesn't get basic health facility in the country, it is violation of its fundamental rights. The Indian constitution provides that  every citizen of country has right to get basic health facility. Then it means government is responsible for the violation of their right. So government should be more responsible and reliable on people's basic needs. Government should look for advanced technology and call for foreign doctors to train indian doctors for this kind of disease .
The moot point is, in recent there were many cases related to thrashing doctors over mistreatment and misunderstanding. After the death of patients his/her kin take anger on doctors and scuffle with them. So doctors came to street and started agitation against mistreat with them and demanded for more strict norms. A bone of contention between doctors and patients is miscommunication. Have a example, when a patient goes to doctor and doctor talks roughly with him, this situation can lead a dissatisfaction and get patient annoyed. It takes two to make quarrels so from both  side communication must be well treated, doctors must satisfy patients and give them hope to well treatment and patients must  talk respectively with him and take their words in his mind.
